December 18, 2007

 

The Ruthven City Council, of the City of Ruthven, Iowa, met on the 18th

Day of December, 2007, at 6:30 PM, in regular session, in the Council Chambers at City Hall, pursuant to law and to the rules of said council.

            The meeting was called to order by Mayor Charles Oppedal, in the Chair, and the roll being called, the following members were present:

            PRESENT:  VerHelst, Henningsen, Hawk, Schoning, Bentz.    

            ABSENT:  None.

            Henningsen motioned and VerHelst seconded to approve the consent agenda items as presented.  Motion carried with all members present voting aye.

            Brenda Stukey, with the Summer Rec Program, was present to request $1,000 funding for new equipment.  Motion was made by Schoning and seconded by Hawk to donate $1,000 to the Summer Rec Program for new equipment.  Motion carried with all members present voting aye.

            Council discussed grant projects for 2007 Palo Alto County Gaming Grants.  It was decided to complete grant applications for new City entrance signs on Hwy 18 and a new office building to replace the city owned building at

1317 Gowrie Street
.  Hawk made a resolution #20-2007, seconded by Henningsen, accepting grant funding from Palo Alto County Gaming Development Corporation.  Resolution adopted with a roll call vote:

            Ayes:  Bentz, Henningsen, Hawk, VerHelst, Schoning

            Nays:  None

            Henningsen made a resolution #21-2007, seconded by Bentz, approving the Northern Plains Regional Landfill comprehensive plan update.  Resolution adopted with a roll call vote:

            Ayes:  Bentz, Henningsen, Hawk, VerHelst, Schoning

            Nays:  None

            Discussion was held in regards to the city website.  Becky Oppedals hours on website will be discussed at the next council meeting in January.  It was expressed that the website updates look great and Becky is doing a great job on it.

            Discussion was held in reference to a bill for excavation, on a private property in town that has not been paid.  Motion was made by Hawk and seconded by VerHelst to pay the Gator Plumbing billing on the property in the City and proceed to bill the property owner, through the City, for the cost of the repairs, with the balance due or payment arrangements made within 15 days of the billing.  Motion carried with all members present voting aye.

            Some discussion was held about a possible addition to the Fire Department building.  Motion was made by Schoning and seconded by VerHelst to not allow North, South, East or West outward expansion on the present Fire Department building, possibly considering upper expansion in the future.  Motion carried with all members present voting aye.

            General discussion was held in regards to private vehicles left parked on city right aways over 48 hours.

            Don Hemphill informed the council that he is working on the legal aspects of the transaction on the east 25’ of property behind city hall, with River Valley Telecommunications.

            Christine informed the council that the City has been granted another $1,000 Tree’s Please Grant, through Mid-American Energy.

            Resolution 22-2007 was adopted by Hawk, seconded by Henningsen, to commend and thank Teresa Bentz for her time and many years of service on the Ruthven City Council.  Resolution was adopted with a roll call vote:

            Ayes:  Henningsen, Hawk, VerHelst, Schoning

            Nays:  None

            A motion to adjourn was made at 7:20 by Bentz and seconded by Hawk.  Motion carried with all members voting aye.
